There's more to web accessibility than accommodating minority users. A good site will also be visually accessible meaning it is well-organized, clear in content and layout, and more. Forgetting the needs of majority users does not a good site make.

Instead of breaking out Photoshop and slicing and dicing your way to a web page, start with its actual content, make it right, then style it to make it look great. It's really the best way, but the debate goes on. Here's Tommy Ollson's take on the issue.
