Mandating web site access requirements is a foolish, put-dated practice. Needing Flash, JavaScript, or IE should never be required.

The U.S. Needs Exemplary Accessibility because it's not happening on its own on both corporate (optional) and government (required) levels. The EFTPS re-launch is evidence of this need.
